REGULATIONS AND GUIDELINES FOR THE CONDUCT OF ELECTIONS
In
exercise of the powers conferred by the Constitution of the Nigerian
Universities Nursing Students’ Association, the NUNSA Electoral
Committee (NEC) herein referred to as “NUNSA Electoral Board” issues the
following Regulations and Guidelines for the conduct of Elections
(General Elections, Bye-elections). These regulations and guidelines are
issued as a Decision Extract of the Committee of the 29th day of the
month of October 2019. These Regulations and Guidelines supersede all
other Regulations and/or Guidelines on the Conduct of Elections issued
by the Committee and shall remain in force until replaced by new
regulations or amendments supported by a Decision Extract of the
Committee or an official gazette.
CALL FOR NOMINATIONS
This is to inform every member of the Nigerian Universities Nursing Students’ Association that sale of nomination form has started.
All positions for the full-time constituency shall be contested by full time members alone through elections.
The positions include;
1. The president
2. Vice President 2
3. General Secretary
4. Public Relations Officer 2
5. The Treasurer
6. The Director of sports
7. The Director of social
8. The welfare Secretary. 2
9. Internal Auditor 2
10. The Financial Secretary 2
All positions for the ODL constituency shall be contested by ODL members alone through consensus nomination from each constituency for positions open to them
The positions include;
1. Vice President 1
2. Public Relations Officer 1
3. Assistant General Secretary
4. Internal Auditor 1
5. Welfare Officer 1
6. The Financial Secretary 1
Election for all Full time positions shall hold on the 27th day in November 2019
COLLECTION OF NOMINATION FORM
Intending members are requested to collect their forms from any electoral member from Tuesday 29th – Sunday 24thNov 2019.
PROCEDURE
The following guidelines shall be adhered to:
1. The letter of intent shall be written and submitted to the electoral committee. This MUST be done before any form of campaign.
2. Only members of good standing, financial up to date member are qualified to vote and be voted for
3. Forms for various positions shall be obtained on payment (Non-refundable) of a stipulated amount to the committee
GUIDING RULES
1. Punctuality is key and aspirants should always be punctual and also appear properly dressed at every point throughout the electoral process
2. All forms obtained MUST be submitted with detailed biodata 24hrs before screening
3. Screening is COMPULSORY for all aspirants. Failure to show up equals disqualification from the electoral process.
4. The electoral committee shall have the right to disqualify any aspirant who is found to be involved in any kind of electoral misconduct, these misconduct shall include any type of thuggery, fighting/threats, giving of false information and any other act or omissions that the electoral committee might regard on electoral offenses in the line with the provisions of the constitution.
5. There shall be no form of campaign after the manifesto night
6. Candidates shall be held liable for misbehavior of their supporters. according to article VI section 59 subsection (ii)d
VOTING PROCEDURE AT ELECTIONS
1. Each Voter shall cast his/her vote in person at the Voting Point, in the manner prescribed by the Commission.
2. At 8:00am, the Polling Unit shall be open for voting;
3. Voting shall commence at 8.00am and close at 4:00pm, provided that all voters already on the queue by 4:00pm shall be allowed for voting.
COLLATION OF ELECTION RESULTS
The collation and declaration of election results shall be done immediately after the voting process.
Candidates agents may:
(i) observe the election materials, voting, counting of ballots and the collation and declaration of results;
(ii) call the attention of an election official to any irregularities, but not interfere;
(iii) counter sign the appropriate result forms at Voting Units and the appropriate results collation forms at Voting Unit or Collation Centre
(iv) comply with lawful directives issued by or under the authority of NEB, and generally conduct themselves in an orderly manner.
(v) only a Candidate Agent whose name had been submitted to the Committee in the prescribed manner shall receive a copy of the result sheet at a Voting Unit or Collation Centre.
These Regulations and Guidelines complement the provisions of the Constitution of the Nigerian Universities Nursing Students’ Association. Any violation of the above mentioned shall be penalized either by fine or outright disqualification as deemed fit by the electoral committee.
